Leonard Workforce Solutions is recruiting a Chief Financial Officer for our client, UFCW Community Federal Credit Union in Wyoming, PA.
This is a full-time, ON SITE position reporting to the CEO. Typical hours are Monday - Friday, 9am - 5pm.

GENERAL SUMMARY
The Chief Financial Officer (CFO) is responsible for the development, implementation, and maintenance of accounting practices that result in providing a comprehensive accounting system, and for related support functions. The CFO provides counsel to the President/CEO and Board of Directors regarding the credit union’s internal accounting, financial and asset/liability management operations. They ensure that all accounting records, policies, and procedures are in accordance with generally accepted accounting principles.
ESSENTIAL FUNCTIONS
1. Prepares all required/scheduled reports which summarize and forecast the credit union’s business activity and financial position in areas of assets, liabilities, income, expenses, and earnings based on past, present, and expected operations.
2. Directs preparation of operating and other budgets, including preparation and analysis of subsequent variance reports as required.
3. Develops and implements financial policies. Monitors and reports on interest rate risk and liquidity risk and assists in the development of strategies to mitigate these risks.
4. Serves as management’s representative to the Asset/Liability Management (ALM) Committee. Supports the work of senior management and the ALM Committee through development, preparation, and analysis of appropriate reports.
5. Provides required ALM training to the Board of Directors.
6. Attends all Board of Directors’ meetings.
7. Manages investment portfolio. Recommends purchase or sale of securities and investments, ensuring compliance with the Credit Union’s investments and ALM policies, goals, and objectives, as well as all applicable state and federal rules and regulations.
8. Conducts analyses and appraises the credit union’s financial position. Issues periodic financial and operating reports that adequately depict the financial condition of the credit union.
9. Directs accounting staff in the creation and maintenance of required systems and procedures necessary to maintain proper records and adequate accounting systems controls and services. Is responsible for supervising all staff who report directly, including performance appraisal.
10. Leads the credit union’s long and short-term strategic planning. Oversee budget planning, preparation, and administration processes to control operating expenses and achieve the credit union’s strategic direction.
11. Serve as the credit union’s liaison with regulatory agency examiners and auditors.
12. Perform audits for benefits, credit union insurances, and other regulatory agencies at various times throughout the year.
13. Manages the corporate insurance portfolio and advises management about insurance coverage for protection against property losses and potential liabilities.
14. Directs determination of depreciation rates to apply to capital assets.
15. Assist with vendor negotiation and major purchasing decisions for capital equipment or other capital asset expenditures.
16. Represent the credit union at external functions and attend board meetings and report on assigned areas required by the President/CEO.
17. Works with external auditors and federal and state credit union examiners to ensure the credit union complies with prescribed accounting methods under applicable regulations, laws, FASB standards, and generally accepted accounting principles. Responds appropriately to exceptions and recommendations.
18. Prepares reports required by regulatory agencies.
19. Prepares and/or reviews required tax documents.
20. Regularly reviews entries to the general and statistical ledgers to assure accuracy and compliance with established accounting principles and procedures. Prepares general and statistical ledger entries.
21. Back up for credit union payroll.
22. Regularly balance various GL accounts.
23. Performs other duties as assigned.
Knowledge, Skills, and Abilities
Mathematical – ability to work with mathematical concepts such as probability, and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning – ability to define problems, collect data, establish facts, and draw valid conclusions.

Understanding of audit functions and procedures and related regulations.
Education/Experience
A college degree in accounting or finance plus a minimum of five (5) years of experience preferably in a bank or credit union.
A CPA certification is a plus.
The ability to lead and supervise others is required.
