Civil Engineer / Designer

Leonard Workforce Solutions is recruiting a Civil Engineer / Designer for our client, designBLD in Exeter, PA.

This is a full-time, ON-SITE position, which offers a very competitive compensation package (salary + benefits).

Key Responsibilities

  • Prepare civil engineering plans, drawings, calculations, and technical documents for land development and site design

  • Develop site layout, grading, utility, drainage, and erosion/sediment control plans using AutoCAD Civil 3D

  • Perform grading and drainage design, and stormwater management calculations, with attention to constructability and regulatory requirements

  • Design water, sanitary sewer, and storm sewer utility systems, including sizing, routing, and coordination with utility providers and municipal authorities

  • Prepare and manage PADEP permit submissions, including NPDES/E&S Control Permits, Chapter 105 Water Obstruction and Encroachment permits, and other state environmental approvals

  • Prepare PennDOT Highway Occupancy Permit (HOP) applications and supporting plans, and coordinate with PennDOT through the review and approval process

  • Coordinate with engineers, architects, surveyors, contractors, and reviewing agencies

  • Prepare and support submission of land development plans and permit applications

  • Revise plans based on internal review, client comments, and agency feedback

  • Support projects through permitting, bidding, and construction phases

  • Maintain organized project files and meet schedules and budgets

  • Other duties as assigned

Qualifications (Required)

  • AutoCAD Civil 3D proficiency required

  • Strong grounding in site grading, drainage, utility design, and land development principles

  • Ability to interpret surveys, drawings, specs, codes, and regulatory requirements

  • Strong organizational, communication, and time-management skills; MS Office proficiency

Qualifications (Preferred)

  • EIT certification, progress toward licensure, or PE

  • Experience on commercial, residential, industrial, or municipal land development projects

  • Familiarity with local/state land development regulations
